Board Report, July 2010

USD 505 Board Approves Golf at CHS

The following is a summary of the USD 505 board of education meeting and does not reflect official minutes.

The 2010-2011 organizational meeting of USD 505 Chetopa - St. Paul was held Monday, July 12 in the library at Chetopa Schools.  All board members were present as well as Superintendent Kim Juenemann, Chetopa principal Ebony Hart, and district business manager/board clerk Terri Ross.

There were no revisions to the agenda and it was approved. The board elected Doug Moses to continue as board president and Jeff Corn to continue as vice-president.  All items in the consent calendar were approved.

The board approved annual appointments:

  1. Board Attorney:  Kerry Gasper of Topeka and KASB legal services
  2. Board Clerk: Terri Ross
  3. Board Treasurer:  Debbie Yost
  4. Compliance Coordinator for federal anti-discrimination laws including Title VI, Title VII, Title IX, and Section 504:   Kim Juenemann

The board adopted resolutions to hold regular board meetings on the second Monday of each month at Chetopa except for September, December, March, and June which will be held in St. Paul.  The board adopted by resolution a waiver from GAAP for fiscal year 2010-2011.  The board made the following designations: The Parsons Sun as the official district newspaper; the Chetopa State Bank as the official depository; and May 17-19 as inclement weather make-up days. 

The board approved the following determinations: The carrier for errors and omissions coverage is with the Bill Thompson Agency; the school year will be calculated on the basis of 1,116 hours; mileage reimbursement rate is set at $.45/mile; student fees and textbook rental remain the same at $20 for all-day every-day kindergarten and $11 for 1st-12th grade textbook rental; meal prices remain the same for breakfast (adult=$1.50; K-6=$.80; 7-12=$.95) and lunch (adult=$3.00; K-6=$1.35; 7-12=$1.50).  Extra milk was increased to $.35 (from $.25).  The building organizations are as follows: Chetopa Elementary, grades K-6; Chetopa High School, grades 7-12; St. Paul Elementary, grades K-5; St. Paul Middle School, grades 6-8; St. Paul High School, grades 9-12.

 

The board approved the following district and building memberships: membership to KSHSAA; Mineral Belt Conference for junior high and middle school; Three Rivers League for high school; KASB; KASB legal assistance; Schools for Quality Education (SQE); and membership to USA-Kansas for the superintendent and principals.  The board established petty cash limits in each building at $1500. They approved participation in KSDE school food service program and “early payment” provisions.  The board received a current organizational chart and insurance schedule.  The board approved a resolution to destroy old records in accordance with KSA 72-5369.  The board approved activity fund account signatures and requires two signatures for activity fund checks.

Superintendent Kim Juenemann provided the board with an end-of-the-year district library report. Reported that after two years of declining insurance premiums the BC/BS premiums have gone up 17% (employee = from $275.96 to $322.99); (employee and children = from $534.32 to $624,67); employee and spouse = from $592.39 to $693.40); and (family = from $850.75 to $995.07).  The board approved Diehl, Banwart, and Bolton, CPA’s out of Pittsburg as the district independent auditors at a fee of $8,200.  The superintendent reported the following: KASB board president and leadership team workshop on August 4th; provided board members with 2010 Selected Senate and House Education Summaries; Superintendent vacation dates; Chetopa summer maintenance update; enrollment date for both campuses will be Thursday, August 19, from 8:00 AM until 6:00 PM; the surplus St. Paul baseball field fence was given to the St. Paul Recreation Commission for use at the football field; and sale of the old St. Paul kitchen stove.

Mr. LaTurner (St. Paul K-12 Principal), Roberta Carter (District Curriculum Coordinator), and Kirby Honeycutt (District Technology Coordinator) were unable to attend; therefore, there wass no SP report, curriculum update, nor technology report.

Chetopa K-12 Principal Ebony Hart provided the following: summer school went well; new math teacher hire; weight room attendance is good with 16-18 reporting daily; working with SEK Interlocal on special education issues.

The board reports included Hornet Addition houses: one has been re-sold and another is in the process of being sold; VanLeeuwen will attend the SEK Interlocal meeting Wednesday night and will find out more about the Medicaid issue and how it will affect the Interlocal and member school districts.

The board discussed building and capital projects.  The board directed the superintendent to seek bids for the demolition and removal of the old Chetopa football field locker room.  Other projects discussed included progress of the Chetopa FB field athletic building; near completion of the SP kitchen remodel and final needed installations; early stages of SP vehicle garage; both SP and Chetopa gym floors; CH Woodaire roof and windows; SP football and baseball fields.

The board approved purchase of student accident insurance through the Bill Thompson Agency for a policy with zero deduction at a cost of $8,207.  The board was not interested in the Accounts Receivable Setoff Program. 

After three short, consecutive executive sessions to discuss non-elected personnel, the board took the following actions in open session: offered contracts to Charity Qualls for CHS math; Lynn LaTurner for SP paraeducator; Jennifer Hutcherson for SP media clerk/paraprofessional; Sean Price as CH assistant JH FB; James Kelly as a Rule-10 CH assistant HS FB coach; Alex LaForte as a Rule-10 SPHS cheer coach; and Erica Volmer as a Rule-10 SP assistant HS VB coach.  Ratified returned contracts of Debbie Moses (CH K-12 secretary and summer mower); Charity Qualls (CHS math); Brian Carlson (summer tech); Cheri Avery (SP K-12 music); and Barbara Edings (CH at-risk).  The board appointed as lead teachers Orville Brown at Chetopa and Mark Terlip and Becky Smith at St. Paul.  The board approved a paraprofessional contract for Nancy McKibben.  The board approved the following extended contracts: Jim Nave, CHS vo-ag, for 23 days; Kaylee Johnson, SPHS vo-ag for 20 days; and Carol Robison, Director of Library Services, for 2 days.

The board received for first reading recommended revisions to the student handbooks, staff handbook, and coaching handbook. 

The board approved a spring golf program for Chetopa High School and approved cooperative agreements between Parsons High School and St. Paul High School for wrestling, swimming, and cross country.

The board tabled to August the following: EMC insurance requirements and recommendations; classified salaries and benefits; and board policy up-dates.

With no other business to discuss, the board adjourned at 9:10 PM.  The next regular meeting is scheduled for Monday, August 9th, 7:00 PM, in the board room in Chetopa.  ###
