July Board Summary

NEW MEMBERS JOIN USD 505 BOARD OF EDUCATION

This is a summary of the July 13 organizational board meeting and does not represent official minutes.

The school year 2009-2010 organizational meeting for the USD 505 Chetopa - St. Paul board of education was held Monday, July 13, 7:00, at the board room in Chetopa. 

Outgoing board members Ron Wood and George Davis administered the oath of office to in-coming board members Kandi Midgett and Mark E. Smith.  The board members then recognized Wood and Davis for their years of commitment to the students of USD 505.

The USD 505 board members are Jeff Corn, Sandy Krider, Kandi Midgett, Doug Moses, Craig Sanders, Mark Smith, and Elaine VanLeeuwen.

The agenda was approved with no revisions.  The board elected Doug Moses as president and Jeff Corn as vice-president.  Items in the consent calendar were approved.

The following appointments were made:

  • Board Attorney:  Kerry Gasper and KASB legal services
  • Board Clerk: Terri Ross
  • Board Treasurer:  Debbie Yost
  • Compliance Coordinator for federal anti-discrimination laws including Title VI, Title VII, Title IX, and Section 504:   Kim Juenemann
  • Coordinator, Section 504 for Civil Rights Matters:  Kim Juenemann
  • Determining Official for Free/Reduced Price Lunch Applications:  Ebony Hart (Chetopa), Mark LaTurner (St. Paul)

The following resolutions were adopted: 

  • Regular School Board Meeting Schedule: Second Monday of each month, 7:00 PM, at the following locations / months:
    • In Chetopa: August, October, November, January, February, April, May, July
    • In St. Paul: September, December, March, June
  • Waiver from GAAP for fiscal year 2009-10
  • Destruction of old records

The following designations were approved:

  • Official district newspaper: The Parsons Sun
  • Official bank depository: Chetopa State Bank
  • Inclement weather make-up days: May 18, 19, and 20, 2010

The following determinations were approved:

  • Bill Thompson Insurance Agency as the Carrier for Errors and Omissions Coverage
  • School year to be calculated on the basis of 1,116 hours
  • Mileage reimbursement rate will be $.505
  • Student fees:
      • Kindergarten book rental and afternoon milk = $20
      • Grades 1 through 12 book rental = $11
      • Meal prices

  • Building organization:
  • Chetopa: Elementary (K-6) and High School (7-12)

The following authorizations were approved:

  • Building Memberships: KSHSAA, Mineral Belt Conference, Three Rivers League
  • District memberships: KASB, KASB Legal Fund, Schools for Quality Education
  • Petty cash limits of $1500
  • Early Payment provisions of KS 12-105b(e)
  • Participation in the school food service program

Board members received a staff directory.  Guidelines for activity funds and gate receipts were approved and board members received an internal control recommendations document.

Building projects were discussed. The superintendent shared plans for the St. Paul landscaping and kitchen design.  Design and Drafting has been contacted to create a design for a new athletic building for the baseball/softball fields.  The St. Paul principal shared the PEC grading plan for the athletic field.  The board discussed finishing details still needing to be completed at the St. Paul building site.

The board approved bids for new siding for the Chetopa FB field house and crow’s nest from B & D; sidewalk and concrete work at St. Paul from Grosdidier; and approved removal of the old music/art room and cement slab at St. Paul from CJ Wass Trucking.

The board entered executive session to discuss non-elected personnel.  Upon return to open session the board took the following action:  ratified returned contracts; appointed lead teachers; accepted the resignation of Dayna Jarman, district food service manager; and offered a contract of employment to Susan Wilkerson as Chetopa head cook and district food service manager.

The board received staff, coaching, and technology handbooks for a first read. 

Mark LaTurner, St. Paul K-12 principal made the following reports: maintenance and summer project up-dates; enrollment will be August 18, 8:00-6:00; physicals will be July 29, 5:30-7:30; Rick McAtee leveled the parking lot; buses and vehicles are undergoing annual inspection, maintenance, and repair; St. Paul received a $17,000 grant for playground cover and ADA walk-ways; in the process of moving two storage buildings.

Chetopa enrollment will be August 13 (K-6 and 9-12, 2:00 – 8:00), August 14 (K-8, from 8:00-3:00), and August 17 (K-12, 8:00-3:00).

The superintendent, Kim Juenemann, made the following reports: maintenance and summer project up-dates at Chetopa; staff training during the summer; back-to-school agenda for the staff; BC/BS premiums went down 2%; governor cut BSAPP by $62 to $4218; anticipate another cut during the school year; there is no state aid for capital outlay; districts get to use $4433 BSAPP for LOB, but only get 90% of state aid; may keep 10% in reserve contingency for two years until 2012-13 when it returns to 6%; KASB board president workshop in Topeka, July 29; received ARRA grant for $9495 for Chetopa kitchen equipment; superintendent vacation week of July 27.

The board discussed the Hornet Addition.  The board agreed to sell top soil at $50 per truck load.  There were no board reports.  The board reviewed the tentative agreement between the district and the CSP-Teachers’ Association.  With no other business to discuss, the board adjourned at 9:18 PM.  The next regular meeting will be held Monday, August 10, 7:00 PM, in the board room at Chetopa Schools.  #
